Our services

Participants receive individualized attention from CLEC staff in order to address their needs and determine a beneficial course of action. Participants must have a service connected disability of at least 10%. The goals of CLEC are as follows:


     Assess the workforce preparation needs of each veteran.

     Bring groups of veterans to a Center where multiple organizations work together to
     provide comprehensive services.

     Create small groups of trainees among the participants to help support each other
     through the training program.

     Provide unified case management for participants.

     Provide family support services.

     Offer customized career education programs.

     Supply job matching services for each participant.



CLEC also provides information on benefits and services to veterans and assists with application processes.

The CLEC Program requires that the applicant be an honorably discharged veteran or an active duty service-member awaiting discharge via a proposed medical/physical evaluation board.

CLEC has partnered with various companies to assist with providing a link between employers and job-seeking veterans with service connected disabilities. Positions at NSWC Crane may be available as Student-Trainee Appointments or a Veterans Recruitment Appointment (VRA). VRA appointments are for those who already have a degree or are qualified for a specific field.

STUDENT TRAINEES: A Student-Trainee will be required to return to school to obtain a degree while working on-the-job training for the employer.The veteran must have a service-connected disability rating from the Department of Veterans Affairs. A barrier to employment as a result of his/her military service that requires Vocational Rehabilitation intervention must be identified by the Department of Veterans Affairs (VHA, VBA) and/or Indiana State Vocational Rehabilitation Services. If participants wish to use GI Bill for school expense, a Certificate of Eligibility from the VA must be provided with Application package and an evaluation concerning the need for a career change must be completed by VBA staff or State Voc Rehab staff. Student Trainee participants must be enrolled in or accepted to an accredited 2- or 4-year college or university, graduate or professional school.

VRA (Veterans Recruitment Appointment): The VRA is a special authority by which agencies can appoint an eligible veteran without competition. The VRA is an excepted appointment to a position that is otherwise in the competitive service. After 2 years of satisfactory service, the veteran is converted to a career-conditional appointment in the competitive service. The veteran must be fully qualified for the position and meet any determined educational requirements. If interviewed and selected, a VRA position is non-competitive for veterans with disability ratings over 30%. Veterans of 10-20% must apply online at the Department of Navy's HR website- https://chart.donhr.navy.mil or through http://usajobs.gov. VRA hires must complete a 200 hour training program.

 

 

Getting started

A complete application package must be received before information can be sent to the employer. A complete package includes:


  • Program Application - asks for information about the participant
  • A member 4 copy of your DD214 - establishes validity of military service
  • An SF15 Application for 10-point Veteran's Preference with supporting documentation letter from the VA stating Civil Service Eligibility or total percentage of disability. - establishes eligibility for civil service employment
  • A recent detailed resume- If you need assistance with writing a resume please contact our office. A resume for Civil Service employment should be very detailed and should contain job specific information for the position which you are applying. The more detailed, the better your chances will be of qualifying for the position.  If your resume is found to be in need of assistance CLEC may refer you to a professional resume writer at no cost.
  • Certified Transcripts, if applicable, for all higher education institutions attended as well as military training (contact CLEC staff if assistance is needed in obtaining transcripts)
  • Civil Service Letter from the Department of Veterans Affairs- This can be requested by calling the VA at 800-827-1000. Upon request, the VA may FAX this letter directly to our office at (812) 863-2475
  • A Monthly Budget Sheet- proves financial stability for entering the program









The following forms are needed in addition if applying for a Student Trainee position:

  • (Student Trainee only) Optional: Application for State Vocational Rehabilitation
  • (Student Trainee only) A letter of acceptance to educational institution or copy of Transcript from your college or university - ensures that the candidate is accepted to an accredited institution

      PLEASE NOTE:  If you are accepted for the Student Trainee program, you MUST  be enrolled and attending school by the next available semester after you are hired.  You must work out a plan with a Vocational Rehabilitation counselor and or apply for GI Bill prior to this. If you are not attending school when expected, you may be dropped from the program and lose the position you were hired into.       What's Happens Next



      Application packages can be mailed or faxed to the CLEC STAFF.

      If the candidate is screened as an eligible candidate for CLEC services, the package will then be submitted to the employer's  HR for placement evaluation.

      The candidate will be contacted if it is determined that he/she is a match for a position with one of our partnered employers.

      Offers for employment can only come from the employer. The CLEC staff is not authorized to offer employment to a candidate.
