GI Bill Application Process


If you are a veteran or currently in the guard or reserve, the On-The-Job Training (OJT) Program offers you an alternative way to use your VA (GI Bill) education and training benefits. This is not a college program. It is based on employment. While the participant is trained for a new job, they receive monthly training benefits from the Department of Veterans Affairs (VA) in addition to regular salary.

VA pays GI Bill participants on a scale depending on the amount of time they are enrolled in the program. For example the program currently pays  (for an active duty veteran) $1104.75 a month for the first six months of training, $810.15 for the second six months of training and $515.55 for remaining training. (Rates differ for Guard and Reserve.)

The employer must be approved by the VA and applicant must have GI Bill eligibility to participate. Contact the Certifying Official to find out if an employer is approved.

If an applicant is in one of these positions, they can apply by sending the forms listed below to the Certifying Official for Processing. A complete Package must be submitted to the Certifying Official before the benefit can be started. 

If the position is not already approved, a training plan must be written for the position. The Certifying Official will work with the applicant and their manager to accomplish this. Once the training plan is written, it is submitted to the VA for approval and then the application package can be completed. Approval can be a very slow process and is not guaranteed.

A complete package includes:

  • CLEC GI Bill Application- Click Here
  • The Application for benefit- (a form 22-1990 if never used the benefit or a form 22-1995 if you have used benefit before) This form can be attained through the CLEC office or can be filled out and submitted on-line on the VA Web-site's VONAP service. For the VA VONAP Website. Click Here.
  • The Training Agreement- (form 22-8864) This form is initiated by the Certifying Official and signed by both the Certifying Official AND the veteran. Click Here.
  • The Enrollment Certification- (form 22-1999) This form is initiated and signed by the Certifying Official and sent directly to the VA. This form is not made available to the veteran, however, complete list of hours worked for each month needs to be submitted to the Certifying Official to receive retro payment.
  • Time Sheets or proof from employer for hours worked- This is used to verify to the VA that the hours the participant has reported are the the exact hours worked. The information is kept by the Certifying Official in the veteran's file and presented to a VA representative during an annual audit of the participants' records. Please keep in mind that participants must work over 120 hours a month to receive full time benefit. For total hours less than 120 the monthly payment will be prorated for the number of hours worked. To prevent repayment of benefit, exact hours (excluding vacation or overtime) must be submitted and verifiable.
  • Monthly Training Record- This is used to track progress toward the Training plan. The MTR will be sent to you by the Certifying Official.

IMPORTANT: The VA can backdate payment for 12 months from the date of receipt of the first piece of the application package, the application for benefit should be completed and sent to the VA as soon as possible to assure that benefit is not lost due to late receipt of form. The other 2 forms can be sent at a later date.
